At the beginning of the year 1394 Hijri, The Islamic Revolution Leader Ayatollah Sayyed Ali Khamenei in his New Year, pointed to the high capacities of the Iranian people and government policies and said to achieve national aspirations, sincere cooperation and empathy among the nation and government is essential, and he emphasized to achieve this empathy and sympathy "mutual trust" is Necessary. This research aimed to develop Iranian public manager's competency model with the approach of building mutual trust and achieving empathy and sympathy.
Qualitative approach was used in this research. With the help of referring to religious instructions (sermons, letters and wisdom of Nahjol Balaghe), upstream documents including vision document IRI In 1404, the administrative system policies issued by the Supreme Leader and Civil Service Management Act, job descriptions of the executive managers of government ministries, and used Grounded Theory to identify Public managers competencies model. Then, through interviews with 20 experts of public management field, competency model was reviewed and completed. The output of this research is Iranian public manager's competency model which includes four main dimensions: competency of managing organizational culture in public organizations, competency of managing organizational structure and departments of public organizations, competency of managing human capital in public organizations and competency of managing Relationships between people and public organizations And Fifteen components, and 85 key indicators to assess Iranian public managers competencies.
