This is the science and technology and finally breakthrough in knowledge which somehow requires innovation system in the form of related institutions and provides for scientific power. By the same way, this study seeks to deal with the role of National Elites Foundation (NEF) in science breakthrough. Doing so, it gathers data through questionnaire in such a way that the findings reveal the key role of NEF in recognition and development of applied approaches for science breakthrough. This role and significance of the mentioned institution was recognized and assessed by variables such as focus on knowledge-based production, knowledge progress model, security establishment for elites and so on. The results suggest that portion of credits and grants to elites could be effective in knowledge breakthrough. Meanwhile, this impact could be realized through budget increase, education and laboratory facilities and promotion of grants. Moreover, the outcome reveals that the private sector participation and its joint with NEF could lead to knowledge breakthrough. This hypothesis was confirmed by both employees and elites in a meaningful relation with knowledge breakthrough. By the same token, NEF could step more in knowledge breakthrough by the mechanisms described in this study
