Given the cultural nature of the Islamic Republic of Iran, cultural development has been consistently emphasized since the victory of the Islamic Revolution. Accordingly, various organizations, institutions, and structures have been established to address this domain. In the field of youth affairs as well, governmental bodies and institutions have independently undertaken the formulation of policies and guidelines, highlighting the need for a coherent approach to cultural policy-making in this area. The present study aims to develop and validate a cultural policy-making model in the youth domain, with a particular emphasis on identifying driving factors. The research methodology adopts a mixed-methods approach, combining qualitative methods, specifically thematic analysis, and quantitative methods, including exploratory factor analysis. In the qualitative phase, interviews were conducted with 15 participants, while in the quantitative phase, 80 respondents completed the research questionnaire. Based on the identified themes, the proposed research model was developed. The findings led to the identification of 95 themes and six overarching core themes, namely: requirements and policy-making, infrastructures, discourse building, organizational arrangements, supervisory mechanisms, and managerial factors. The results of the thematic analysis in identifying driving factors, presented within a conceptual model that achieved a high level of expert consensus and validation, can serve as a foundation for future research and provide practical guidance for policymakers and decision-makers involved in cultural policy-making in the youth sector.
