This article employs the discourse analysis framework of Laclau and Mouffe to examine the concept of wise governance as articulated by Mohammad-Taqi Mesbah-Yazdi, within the principles of good governance. The findings indicate that: 1) the central signifier in Mesbah-Yazdi’s discourse is efficiency and effectiveness, which he identifies within the framework of the Guardianship of the Jurist (Velayat-e Faqih); 2) the floating signifiers in this discourse include the people (principle of participation), justice (equality and inclusiveness), and implementation of Islamic laws (rule of law); 3) the elements of legitimacy and consultation are contextualized in their Islamic meanings, and the articulation of the discourse is shaped by the new identity Mesbah-Yazdi establishes for these dual elements; 4) the discourse domain is structured through concepts endorsed by Islam and the traditions of the Imams (Ahl al-Bayt), and the Islamic identity of the employed elements generates a new semantic system that collectively forms Mesbah-Yazdi’s discourse domain. Ultimately, his discourse cannot be comprehended without reference to the Shiite Islamic semantic elements within political jurisprudence.
