One of the key factors influencing the successful implementation of strategic documents is careful attention to the execution phase and the development of an efficient implementation model. This study aims to design an “Implementation Model for the Fundamental Transformation Document of the Islamic Republic of Iran’s Education System.” The research is developmental and applied in nature and employs a qualitative, grounded theory approach with an “emergent micro-theories synthesis” perspective. Data collection was conducted through two qualitative methods: scientific and specialized library research (note-taking) and fieldwork via in-depth interviews using purposive sampling and the snowball technique. Data analysis and interpretation were carried out using thematic analysis, including open, axial, and selective coding. For validation, triangulation and peer review techniques were employed. The study results led to the design of an implementation model comprising two main stages: establishment and execution. The establishment stage includes five dimensions—content, process, behavior, organizational context, and environmental context—encompassing 19 categories and 66 indicators. The execution stage comprises two components: pilot implementation of innovative strategies and formal, comprehensive implementation of adaptive strategies.
