Mosques, as long-standing community-based institutions, have historically served both Islamic and non-Islamic societies, functioning as centers for significant decision-making and major historical initiatives since the early days of Islam. This study aims to examine the cultural planning of mosques in Iran with respect to territorial coverage and population rates over a twenty-year horizon (2016–2036), seeking to ensure equitable distribution of mosques nationwide. By identifying the cultural planning framework, the study addresses the role of mosques in cultural development programs, as well as the necessity of their preparation, implementation, and operational management. The research is applied in nature and employs a mixed-methods approach (expert survey–GIS). In the first phase, literature review and a questionnaire (targeting 117 experts) were analyzed using SPSS software. In the second phase, spatial analysis (territorial planning) was conducted using ArcGIS. The results indicate that the optimal planning model for mosques prioritizes educational, promotional, and research functions, alongside distributional justice, balance, and population indices. Based on current statistics regarding the number of mosques and provincial populations, the study determines the equitable distribution of mosques up to the 2036 horizon.
