This research is applicable to the nature and characteristics of its objectives and questions in the field of principles, components, is a development research, and in the field of indicators is a practical research. Due to the existence of both quantitative and qualitative data, the method of this research is quantitative and qualitative. The data of this research in the first part was used to analyze the data collected in this study through questionnaires, descriptive statistics and inferential statistics, and descriptive statistics in the formulation of abundance tables, percentage, frequency, mean and deviation of respondents' critical points, and to assess the significance of the ranking of responses provided by respondents from the common tests. Data gathering tools consisted of scanning of documents, information and interviews, and a researcher-made questionnaire. For data analysis, the Qi method was used for quantitative and qualitative data analysis. Based on the obtained data, 100 indicators were identified and, based on the opinions of the experts, 47 indicators were used, and 21 of them were finalized and evaluated. Then, based on the inductive method, the indicators were placed together in one component group. Then, according to research findings and at the end of the research, suggestions for future policymakers and researchers in this field are presented
