Selection of human resources as the most valuable asset of any administrative system, has been affected by national & organizational attitudes, values & goals and has been essentially changed in accordance with the conditions. Doctrine is a set of theories, principles & fundamental rules which are supported & believed by followers of a school and expressed by theorists in various branches of science and guides policymakers in planning & executors in implementation. This research is of a developmental and applied type and aims at achieving the doctrine of Imam Khomeini and Imam Khamenei on the selection of human resources. . In this regard, quantitative and qualitative content analysis and Grounded Theory method have been used. This research has two documentary and expert statistical societies. The research statistical community includes all Imam Khomeini and Imam Khamenei’s speeches and writings about selection of human resources, and in the strategic domain, relevant managers and experts make up the statistical community. The data are collected in full measure and coded with the help of MAXQDA software. According to research findings, the selection doctrine includes: coping with influence, meritocracy, justice orienting and guardianship (Velayat) orienting.
