The present study aimed to identify indicators for promoting psychological empowerment of human capital based on organizational neuroscience at the headquarters of the National Iranian Oil Company. The research was of an applied-developmental purpose and qualitative type in terms of research method, which was conducted with the Sandelowski and Barso meta-synthesis approach. The statistical population of the study included all valid scientific sources in the field of research that were extracted from valid domestic and foreign databases between 2007 and 2023 for English sources and 2011 and 2023 for Persian sources. A total of 98 valid articles were extracted, of which 8 articles were excluded due to lack of access to the full text, 2 articles due to incomplete abstracts, 5 articles due to incomplete content, and 2 articles were excluded by evaluating the quality of the research using the Critical Assessment Skills program. Finally, 81 scientific sources were used as the basis for analysis. Data analysis was performed using content analysis of the articles and the extracted data were validated using Cohen's kappa coefficient. The findings resulted in the identification of 6 dimensions, 20 components and 90 indicators. The identified dimensions were: Neural functions, Cognitive empowerment, Neurophysiological mechanisms, Neuroenhancing interventions, Neuroleadership, Psychological empowerment including the components of a sense of meaning, a sense of competence, autonomy, influence or impact.
