This study aims to present a governance model for compensation that is derived from Islamic sources and jurisprudential methods while incorporating analyzable experiences and case studies. Utilizing a grounded theory approach and qualitative analysis of Imam Khomeini’s (RA) statements in the field of crisis management, the research develops a model based on the interaction between individuals and the government within the framework of Islamic values and principles. Six components, public cooperation and participation, social justice, order and coordination, security and tranquility, patience and resilience, and media coverage, are identified as critical elements in the compensation strategy. The model emphasizes the role of citizens’ participation under governmental guidance, a strategic approach to social justice, coordination between the people and the government in implementing compensation processes, ensuring security and tranquility in affected areas, promoting individual patience and resilience to withstand the time-consuming nature of infrastructure restoration, and realistic media coverage to foster informed engagement among affected populations.
