The present study is an applied–developmental research conducted with the aim of designing a model for government capacity building in the banking sector to enhance responsiveness to societal expectations. In terms of data collection, the study adopts a non-experimental (descriptive) cross-sectional survey design. Data were collected using semi-structured interviews and a questionnaire. To assess reliability, Holsti’s coefficient was employed and the observed agreement rate was calculated. The statistical population consisted of managers in the banking industry, who were selected through purposive sampling, with theoretical saturation achieved after conducting 13 interviews. Data analysis was carried out using thematic analysis with the assistance of MAXQDA software. Subsequently, a conceptual model of the research was developed using Interpretive Structural Modeling (ISM) and MICMAC software. The findings indicate that organizational structure and human resource management influence organizational culture, organizational performance management, and organizational participation. These factors, in turn, affect responsiveness to societal expectations as well as communication and support, ultimately leading to government capacity building in the banking sector.
