Elites, by virtue of their intelligence, creativity, and scientific capabilities, represent a valuable capacity whose effective utilization is of particular importance for the military. The effective management of elite recruitment requires an accurate understanding of both internal and external factors influencing the Army of the Islamic Republic of Iran (AJA) in attracting such individuals. The present study aims to design a model for the elite recruitment system in the Army of the Islamic Republic of Iran. This research is exploratory in nature, application-oriented in terms of purpose, and conducted using a mixed-methods (qualitative–quantitative) approach. The statistical population in the qualitative phase consisted of individuals with sufficient expertise and insight into elite recruitment, while in the quantitative phase it included all faculty members of AJA universities holding at least the academic rank of assistant professor. Due to confidentiality considerations, the size of this population was estimated at 200 individuals. Data collection tools in the field phase included semi-structured interviews and questionnaires, while documents and records were used in the library-based phase. Data analysis was performed using MAXQDA 2020 software in the qualitative phase and SmartPLS 3 software in the quantitative phase. Following the review and integration of findings from the literature and expert interviews, nine internal factors and nine external factors influencing the efficiency of the elite recruitment system in AJA were identified. In the subsequent phase, the validity of the identified factors was assessed through a questionnaire survey. The results indicate that in order to effectively utilize the capacities and capabilities of elites within AJA, measures such as developing clear guidelines for identifying elite status, aligned with national strategic documents on elite affairs as well as the specific needs and policies of AJA, are essential, as they contribute to enhancing the efficiency of the elite recruitment system in the Army.
