This research aims to design a human resources development model in the context of transformation-oriented organizations in the Ministry of Agricultural Jihad. In terms of nature, the research is both fundamental, because it produces new knowledge in the field of human resources development, and applied, because it provides practical solutions for managing and developing human resources in transformation-oriented organizations. The research method was qualitative and data-based, and the data collection was descriptive-exploratory and conducted over a period of time. The statistical population included managers, experts, and human resources experts in the Ministry of Agricultural Jihad, and sampling was done using the snowball method. In total, 11 in-depth interviews were conducted, and no new data was obtained after that, so the final sample size was determined. The research findings led to the identification of causal, contextual, and intervening factors through open and axial coding. The results showed that technological, social, and economic changes play a role as causal factors; organizational culture and structure, financial and human resources, and managerial factors are considered contextual conditions; and environmental, individual, and organizational constraints are among the intervening factors. The central category is human resource development in the context of a transformation-oriented organization, which includes five main dimensions: talent acquisition and development of future-oriented reward systems, and human capital retention. Also, strategies such as leadership development, fostering creativity and innovation, expanding organizational learning, transformation in recruitment and hiring, transformation-oriented training, designing a new organizational structure, and developing information technology were identified.
