Hormozgan Province, with its specific characteristics, needs to recognize the strategic factors of social capital governance to accelerate sustainable development. The aim of this research is to identify these key factors in Hormozgan. This research is applied in terms of purpose and is of a descriptive-analytical type. The research method is of mixed type. The statistical population of the qualitative part of this study includes 30 academic experts, policymakers, managers, and planners of Hormozgan province. Sampling was initially carried out purposively and then continued using the snowball sampling method until reaching the theoretical saturation point (20 people). The statistical population of this quantitative study is the people of Hormozgan province, which number one million eight hundred thousand people. Since the statistical population is unlimited, 384 people were selected as a sample in the quantitative section based on the Cochran table. The results of the qualitative part of the research were explained in the form of six main categories and subcategories. Among them, the strategic factors identified in the present study are: Social solidarity, avoiding the occupation of various economic sectors, delegating relevant activities to popular institutions to attract their participation in activities, encouraging and strengthening the formation of civil institutions. Confirmatory factor analysis was used to determine the validity of the strategies. As a result, focusing on developing and strengthening social capital as a strategic platform can lead to improving the quality of governance and facilitating the process of achieving sustainable development.
