The current research is an applied-developmental study that was carried out with the aim of designing the government's capacity building model in the banking sector in order to improve responsiveness to society's expectations. Based on the data collection method, this research is a non-experimental (descriptive) cross-sectional survey. The tools of data collection in this research are semi-structured interviews and questionnaires. Holstein's coefficient was used for validation and the percentage of observed agreement was calculated. The statistical population includes the managers of the banking industry who were selected by the purposeful sampling method and theoretical saturation was reached with 13 interviews. Thematic analysis method and MaxQDA software were used for data analysis. Then, using structural-interpretive modeling with MicMac software, the conceptual model of the research was drawn. The findings of the research showed that organizational structure and human resource management have an impact on organizational culture, organizational performance management, and organizational participation. These factors also affect the response to society's expectations and communication and support, which ultimately lead to the government's capacity building in banking.
