Career plateau and organizational silence are negative phenomena of employee management that should be resolved; Nowadays, in human resources management, the problem of organizational silence is one of the serious problems of organizations. The purpose of the present research is to design a model of organizational silence with an emphasis on the career plateau of employees of the National Standards Organization of Iran. This research is mixed research in terms of applied purpose, in terms of descriptive-survey data collection method. The statistical community of this research was formed by the experts of the National Standard Organization of Iran. Sampling was by linear snowball method (each member introduced the next sample).In the qualitative phase, the factors of organizational silence and job plateau were identified, which were identified first based on past studies and then by using interviews with experts (13 people based on the principle of theoretical adequacy) and using the content analysis test. In the quantitative stage, using the Delphi test, the identified factors were purified and evaluated, and the insignificant factors were removed. Finally, for the variable of organizational silence, 4 dimensions are individual factors, managerial factors, organizational factors and environmental factors, and for the variable of job plateau, 2 dimensions of organizational plateau and personal plateau were identified. Based on the obtained information, the research model was designed.
