Almost six decades have passed since the development planning system was introduced in the country. Almost six decades have passed since the development planning system was introduced in the country. The purpose of this study is to investigate the issue of development of Makoran's coasts, The research is based on qualitative approach and grounded theory method. as the first effects of unbalanced development. For this purpose, a researcher-made questionnaire was designed and, after calculating its reliability and validity, it was distributed among a statistical sample of 484 people from all women and men living in the Makoran region, totaling 88,761 people. In the inferential statistics section, first, reliability, which includes factor loading coefficients, Cronbach's alpha, composite reliability, and convergent validity, including the mean of the extracted variance, and divergent validity, including the Fornell and Larker method, were examined. In the qualitative section, the results of the quantitative study were provided to 20 experts, and these results were confirmed by them. The overall fit of the model was then examined using the goodness-of-fit index criterion. The results showed that the factors affecting the social and cultural gaps model resulting from unbalanced development include more sub-components, which have been identified in the form of 5 main dimensions, 16 main themes, and 109 sub-themes.
