Public service, as one of the elements of public administration and the main function of governments, requires the design of its own models of excellence. Higher education, as one of the strategic areas of government services, is not excluded from this, considering its fundamental role in development. The purpose of this article is to design a strategic model of public service excellence and identify its components in the country's higher education system. In this research, semi-structured interviews with experts in the field of excellence and higher education have been used. Using purposeful and snowball sampling methods, 12 experts were selected and interviewed. Data analysis was done using thematic analysis method, as a result of which 561 codes, 203 basic themes, 33 organizing themes and 6 overarching themes were identified. The reliability of the findings was measured using the post-test method. The results of this research are presented in the form of a model of value, process, ideal, formal legal components, key players and upcoming crises. At the end, the limitations of the research are pointed out and suggestions for future studies are made.
