بر رسی نقش حکمرانی شایسته در ارتقای کیفیت محیط زیست با استفاده از روش معادلات ساختاری

چکیده

محیط زیست بیش از گذشته به‌عنوان یک مولفه مهم در سطوح مختلف یک جامعه مطرح شده است و به مرور زمان به دغدغه اصلی مدیریت کلان کلیه جوامع تبدیل شده است. تحقیق حاضر تلاش دارد با تمرکز بر حوزه محیط زیست، الگویی در خصوص حاکمیت شایسته ارائه ‌دهد. بدین‌منظور و با توجه به عدم وجود پیشینه، از نظر خبرگان جهت شناسائی الگو استفاده شد. یک نمونه 10 نفره از خبرگان تشکیل و با استفاده از مصاحبه عمیق 30 عامل استخراج شد. سپس عوامل با استفاده از تحلیل بار عاملی اعتبارسنجی شدند. نتایج نشان داد که در سطح خطای 5 درصد عوامل، معنادار هستند. عوامل با استفاده از ضریب رگرسیون در مدل معادلات ساختاری وزن‌دهی شدند. سپس 30 عامل به 6 عامل اصلی تقسیم شد و هر عامل اصلی شامل چند خرده عامل شد. همچنین نتایج نشان داد که توسعه شهرها و روستاهای پایدار به‌عنوان مهم‎ترین عامل از نظر خبرگان شناسائی شده است و ضعیف‌ترین عوامل تصویب قوانین قابل اجرا در حیطه محیط زیست، شفافیت و توسعه جامعه مدنی قرار دارند که این امر نشان می‌دهد این عوامل از منظر خبرگان دارای اهمیت کمتری است.

چکیده [English]

The environment has been raised more than before as an important component at different levels of a society and over time it has become the main concern of the macro management of all societies. The current research tries to provide a model of good governance by focusing on the environment. For this purpose and due to the lack of background, experts were used to identify the model. A sample of 10 experts was formed and 30 factors were extracted using in-depth interviews. Then the factors were validated using factor loading analysis. The results showed that the factors are significant at the 5% error level. Factors were weighted using the regression coefficient in the structural equation model. Then 30 factors were divided into 6 main factors and each main factor included several sub-factors. Also, the results showed that the development of sustainable cities and villages has been identified as the most important factor in the opinion of experts, and the weakest factors for approving applicable laws are in the field of environment, transparency and development of civil society, which shows that these factors have are less important.
