the aim of the current research is to identify the drivers of defense human capital from the perspective of the statement of the second step of the Islamic revolution. The current research method, in terms of practical purpose and in terms of exploratory research method, is a type of qualitative research based on the foundation's data approach. The statistical population also included the text of the statement of the second step of the Islamic Revolution, which was extracted using the systematic approach of the foundation's data and the conceptual model of the research using MaxQuda version 2020 software. Findings based on open, central and selective coding processes indicate the number of 278 open codes, 53 central codes and 20 selective codes. The results are also in the form of a conceptual model of defense human capital drivers based on the second step statement with four variables including; Causal, contextual, intervening conditions, strategies and consequences are presented. The results of this research can serve as a suitable model, a guide for the selection and recruitment centers in the armed forces, the content of the training of officer university students, as well as indicators for the identification and selection of competent people in the hierarchy of the armed forces, and even the dispatch of defense human capital to Duffos and Ph.D. courses. National defense should be used.
