Knowledge Management Development in Iranian Public Sector as a Strategic Change: An Assessment of Necessity

Abstract

Knowledge management has found a credible position for itself in industrial and private sector institutions in short time; in the midst, the public sector has considered development of knowledge management in theory and practice.  In the same vein, this study, aiming to assess the necessity of design, development and establishment of knowledge management in genral and public sector as a strategic change, is conducted through description of the status quo and finds the mentioned necessity in light of the viewpoints of strategic studies and public management experts. Following, it exploits questionnaire to understand the viewpoint of the experts and APO Model as well as Strategic Change Model (UNDP) to present the model for change. As a developmental-applied research, it is conducted upon documentary, survey method. Meanwhile, the outcome of the study indicates that knowledge management is not so recognized for the public managers; the extent of knowledge management programs for public sector is so little; and despite the major policies communicated by the supreme leader, the knowledge management is not so supported.  The necessity of culture and exploitation of strategic model for change to disseminate and develop knowledge management in public and general sectors is a prominent need and conjunction between knowledge management and public management.
