Abstract

Sea transportation as a national competitive advantage has not been able to realize its actual capacities up to now. Meanwhile, this study seeks to present a set of policies which if stepped along with; the goals of the Islamic system will be realized in the same field. Doing so, it is conducted with qualitative method in such a way that the speeches of the late Imam and supreme leader are first studied and then classified and analyzed through Thematic and Discourse Analyses. The outcome of the study suggests that six constituents including: development of sea logistic transportation; objectives, scientific and applied development of sea transportation; gathering and publishing information and countering corruption; economic development in reliance with sea and roadstead activities; completing management elements in administering sea transportation; and development of sea transportation system are dimensions of sea transportation.
