Abstract
In contemporary society, the issue of employment creation has emerged as a primary concern for governments and societies alike. Addressing and resolving employment challenges necessitates a comprehensive understanding of the subject matter and the identification of its determinants. In order to accomplish the research objective, a systematic review of studies related to employment was conducted. The review considered the country's macro-policies, including the resilient economy approach. Initially, 218 studies were identified. The initial sample comprised 112 studies, which were selected based on predefined criteria. Following a subsequent expert validation process, 39 studies were deemed suitable for inclusion in the final analysis. During the coding process, 306 factors influencing employment were identified. Following three rounds of expert review, refinement, and consolidation, 97 factors were finalized, categorized into 13 main and 42 subcategories. The findings provide a foundation for the development of more effective employment policies in Iran. Furthermore, the study underscores the complexity of employment as a multidimensional and cross-sectoral issue, necessitating systematic, comprehensive, and long-term strategies to address it effectively. The development of a knowledge-based economy, for instance, necessitates the sustained investment in educational institutions, research facilities, and industrial hubs. Such endeavors cannot be realized in the immediate future.
