Abstract

In this study, one of the underlying  factors contributing to the establishment and implementation of new systems of performance management and tools  such  as the balanced scorecard (BSC) in the insurance and health  Organization were evaluated, using the resources and rich literature available on the subject matter of the reasons for failure due to the performance management system in the organization. In this study, two types of questionnaires to suit different audiences were prepared. The first category includes user group's top and middle managers and experts from different parts of the organization, and the second group; the persons that are  responsible of  setting up and developing the system, which includes subject specialists and strategic affairs experts and databases and software developers, who are responsible for implementing and deploying performance management system in the organization. The research method in this study was descriptive survey and then using the software SPSS to determine the validity and reliability of the questionnaire were received. To evaluate the hypothesis, the two types of tests; T-test and Spearman correlation were used. The results indicate the fact that the lack of common understanding, particularly among developers and users of performance management system, has been the most important factor of incorrect posture of BSC implication in the organization.
