Abstract
The purpose of this research is to examine the role of culture and values governing the society in the development of human resources according to the statement of the second step of the revolution. In different parts of this statement, the importance of talented and efficient human resources with a deep and authentic foundation of faith and religion; The most important promising capacity for the growth and development of the country has been mentioned. Any society that has richer and stronger culture and values will be a more coherent and dynamic society, and the development of human resources also happens within the context of the society, so in this research, the role of culture and values as one of the influencing factors on development Human resources have been examined based on this strategic and valuable document. The current research is descriptive-survey in terms of practical purpose and in terms of data collection method. The statistical population consists of 62 specialized employees in the field of human resources management and development in the Deputy of Management Development of the Ministry of Culture and Islamic Guidance. The main tool for data collection is a questionnaire. The regression analysis method was used to analyze the research data. The results show that according to the statement of the second step of the revolution, the dimensions of the system of values governing the society include attention to religious and religious values, research-oriented and science-oriented, and attention to national and revolutionary values on the dimensions of human resources development, including the dimension Individual, organizational and community aspects are influential.
