Abstract

among the sectors where the right policy has a significant role in the development of passive defense goals is non - governmental industries . one of the correct policy making in this field is to recognize policy model of other countries and pay attention to its strengths and weaknesses . therefore , since one side of england is one of the leading countries in passive defense and on the other hand , the economic power of the world is considered and the beginning of the industrial revolution is also from this land , this country has been used to examine the issue . therefore , the aim of this study is to identify the model of passive defense policy making in the non - governmental industries of england . this research is based on the purpose of the applied - development type in which the thematic analysis method and the expertise of the expertise community were used in the form of questionnaires . the statistical population of the study was estimated 30 people according to the mentioned characteristics which were used to complete the questionnaire . of these , 14 people were interviewed as an expert society in two stages of anatomical interviews . the sampling method in both societies is considered as purposeful and the size of both society is selected as a whole . the result of this research shows a model with 5 dimensions , 22 components and 41 sub - components along with the analysis of strengths and weaknesses .
