Masjid has been serving Muslim and even non-Muslim societies for a long time as people’s base, so that since initiation of Islam by now, have had a special importance and position as a center for taking important decisions for major historical actions. this research via examining the cultural arrangement of Masjids with regard to the territorial extent and the population rate in the twenty-year horizon (2016-2036), is looking for a fair distribution of mosques in the country, and by knowing the cultural setting, its place in cultural development planning, the necessity of providing and dealing with its implementation and directions. In terms of purpose, it is applied research, and uses mixed methods (expert-GIS). In the first part of the phases of documentary studies, a questionnaire (statistical population of 117 connoisseur) and their opinions were analyzed with the help of software (SPSS), and in the second part, spatial analysis (territorial analysis) uses ARCGIS software. The results show that the appropriate model for the design of Masjid arrangement priority includes educational, propaganda and research aspects, and the indicators of distributive justice, balance and population, and according to the available statistics of the number of Masjid and the population of the provinces, distributive justice The Masjid will be determined by the horizon of 2036.
