Accelerating the flow of research and innovation is essential in order to generate superior defense power and move towards a 20-year vision. The most important issue of these centers is attracting, empowering, retaining and retaining knowledge forces. From this perspective, the purpose of this study is to develop human capital management strategies for defense industry design centers.
The present study is an exploratory-applied research in terms of purpose. In this regard, 32 academic and defense industry experts were selected in a non-probabilistic and judgmental manner. In the first step, after reviewing the theoretical literature and research background, the dimensions, components and indicators of the model were extracted. The initial framework prepared after obtaining the opinions of experts and experts, was judged by 32 experts using an expert questionnaire and to examine their consensus, Kendall correlation coefficient was used. The final process model includes 5 dimensions, 15 components and 52 indicators. In the second step, in order to determine the goals and strategies of human capital management, using in-depth interview tools (preparation of interview protocols) with experts and specialists familiar with the research topic, in-depth exploratory interviews are conducted at different levels. Extracted with concept codes. Using the analysis of themes, strengths, weaknesses along with opportunities and threats for each concept, based on environmental analysis, 35 strategies were developed, which were reduced to 11 strategies using the opinions of experts.
